Voters commonly face a choice between competent candidates and those with policy preferences similar to their own. This article explores how electoral rules, such as district magnitude, mediate this trade-off and affect the composition of representative bodies and the quality of policy outcomes. We show formally that anticipation of bargaining over policy causes voters in elections with multiple single-member districts to prefer candidates with polarized policy positions over more competent candidates. Results from a unique field experiment in Afghanistan are consistent with these predictions. Specifically, representatives selected by elections with a single multi-member district are better educated and exhibit less extreme policy preferences.

Civilizations and World Order contributes to the literature on cross-cultural international relations and geopolitics in the post–Cold War era. It raises interesting and timely questions on the role of various civilizations in the current and future world order, and challenges the reader to leave the mono-civilizational EuroWestcentric view and think in terms of a multicivilizational perspective. The authors of the book argue that, in the aftermath of the Cold War, a unipolar world system has emerged, and the Western powers, convinced of their civilizational superiority, embraced a hegemonic approach to establishing a new world order by imposing the Western civilization onto other civilizations. They further assert that, in the absence of a balance of power, certain political camps were quick to declare a civilizational victory for the West (Fukuyama 1992) or else they embarked on finding new enemies to replace the Soviet Union (Huntington 1993). They suggest that these approaches cannot sustain a peaceful world order without paying due respect to different civilizations, and the way forward is a multicultural world system in which each civilization participates equally.

This chapter overviews the empirical literature on the determinants and the consequences of media capture, i.e. the situation in which the governments or other groups of interest try to control the content of media outlets. We start by examining the evidence on the effect of media capture on the content of media outlets. Then we discuss the methods the governments and other special interests use to control media. We review the literature on the determinants of media capture and the factors that affect the likelihood of media capture. Next, we present evidence on the effects of captured media on the behavior of people, as well as the effects of independent media in captured environment. We conclude by discussing the factors that limit the effect of propaganda.

Цель: сравнительный анализ подходов к измерению разнообразия. Обсуждение: в статье рассматриваются теоретические подходы к количественному описанию различных аспектов разнообразия, под которым понимается совокупность факторов неоднородности и свойств субъектов действия, разделяемых по одному или нескольким признакам, включая географические, климатические, экономические и др. факторы, этническую принадлежность, языки, культуру и т.п. Приводится подробный перечень и обсуждаются свойства основных индексов разнообразия с учетом специфики их применения для биологических, экономических и социальных систем. Особое внимание уделяется измерению различных форм этнолингвистического разнообразия и оценке его влияния на социально-экономическое развитие. Результаты: формирование обобщенного количественного представления различных индексов разнообразия, а также оценки этнолингвистического разнообразия СССР в период 1970-х – 1990-х гг.
